Im using the SilverStone PSU
I assumed to use the 2x12 but the cpu fan(intel stock fan) was barely spinning.
I then turned it off and went 2x10 and it still did not work at first but I kept it on for a while and it started spinning (not sure if it was full speed)
I now think the fan just need a bit of time to get rolling and that it will still spin if I went back to 2x12 but Id confirmation of which power setup to go before I turn it back on.

Either power plug will work fine, I have used both on my DS4. I dont think it is your issue, what BIOS are you using, and what fan control method in BIOS (And have you tried the others?) =============
im went back 2x12 and the fan spins BUT it still starts slowly (it takes 4-5 pulses to start spinning constantly, after each pulse it spins a bit longer)
im using whatever came with this BIOS and havent changed any settings, Ill check BIOS version and settings in a bit =============

The solution is simple: please set in the BIOS-> PC Health Status-> CPU Smart FAN Control: Enabled / CPU Smart FAN Mode: PWM. ;)
The fan behavior described by you (and many others) it's a common thing with P35 Gigabyte boards... LOL =============
