What is reduced blanking?

I am looking for a nice big higher resoultion display for a HP nc6220 laptop. I have a dock for it with DVI and VGA out the back. Im either looking for 1920x1200, or 1600x1200.

This is what hp's site says about the output limitations

-VGA port supports resolutions up to 2048 x 1536 at 75 Hz, and
lower resolutions at up to 100 Hz
-DVI port in optional HP Docking Station (sold separately) supports
resolutions up to 1600 x 1200 at both full and reduced blanking,
and 1920 x 1200 at reduced blanking
