I am looking at setting up web based file hosting. The hosting needs to be secure (password protected) but simple enough for 3rd parties to access and download from easily.

Can anyone recommend a developer or package that might be suitable? The more low cost the better (obviously!!!).

something like http://yourdomain.com/clients/3rdparty would give a username and password box they are then presented with a list of files they can download. Simple for you to setup and administer.
