so I just got my tires dismounted to powdercoat my rims and they took off the weights on the wheels. I figured this is for balancing purposes...but now getting them rebalanced will put those silver weights back on the outside of the black powdercoated rim which wont look good. Are these little weights actually the balancing weights? I thought they used weight on the inside part of the rim to balance?

Have them use tape weights on the inside of the rim

Each time tires are mounted, new weights have to be applied. The weights are not used to balance the wheel, they are used to balance the assembly (wheel and tire). Each tire is slightly different, not to mention that as the tires wear they may change and need to be rebalanced.

As stated already, just request that the guys mounting your tires use tape weights behind the spokes rather than clip on wieghts on the edge.
