bugs damaged clear coat

I just bought a barely used car (a black Infiniti G37S with 2000 miles) and there was some bug guts that had evidently set for a while and baked in the sun. After washing and srcubbing there is damage to the clear coat. It is rough and textured. The base coat seems fine. How can this be fixed. Will I need to have the whole bumper re-cleared or can this be fixed another way. I don't really want to do this myself I'd rather have a pro do it since the car is so new.
