domain valuation

How to value a domain?
I've asked this before in various places, and always get the same answer
"A domain is worth what someone will pay for it"

Ignoring the obvious though.
Is it possible to obtain market values of a domain, which would be acceptable
to both Companies House and HMCE?

I know about SEDO and Acorn, but would Companies House and HMCE
automatically accept a valuation from either of these, or are there any guidelines anywhere?
